Regional Standard Processes Manual (RSPM) for Review and Approval

The NPCC RSPM is used for the development, clarification, and retirement of NPCC Regional Standards and is required to be periodically updated and filed with FERC. In addition NPCC as the Regional Entity reserves the right, through the Regional Delegation Agreement with NERC, to develop regional standards if necessary.

The NPCC RSPM has been revised and was posted in the NPCC Open Process for two comment periods and two ballot periods. The final ballot achieved greater than 98% approval by the NPCC Membership (Full and General Members).

The RSC seeks NPCC Board of Directors approval of the revised RSPM. The key enhancements in the proposed revision of the NPCC RSPM include:

 The development of separate sections for:

o Withdrawal of a Regional Standard Pending Approval

o Retirement of an Approved NPCC Regional Standard

o Discontinuance of Regional Standard Development to facilitate terminating the standard development process after RSAR approval but prior to posting a regional standard for industry ballot

o Approval of a Process Waiver

o Process for Correcting Errata

 Integrating NPCC’s Cost Effectiveness Analysis Procedure (CEAP) into the RSPM

 Further develop NPCC’s interpretation process for regional standards to ensure all statutory requirements are met while maintaining an expedited process to produce clarifications for stakeholders.
