Leadership Team

Charles Dickerson serves as President and CEO for NPCC. He is a recognized industry thought leader with 30 years of experience in the energy sector. Most recently, Mr. Dickerson served as President, Utility Division of SUEZ North America, where he led its regulated utilities across the United States. His previous positions include having served as Chief Operating Officer for Austin Energy where he led the generation, market operations, transmission, distribution, IT, technology, and strategic planning functions; and as President of National Grid - USA Business Services. Prior to National Grid, he worked for Exelon-Pepco Holdings Inc. for 27 years. In addition, Mr. Dickerson brings deep governance expertise as a past Board of Directors member for both the Seedling and RMEL organizations. Mr. Dickerson holds a Bachelor of Science in mechanical engineering and master’s in applied management from the University of Maryland.

Damase Hebert serves as General Counsel and Corporate Secretary, leading the legal and enforcement departments for NPCC. Mr. Hebert provides strategic, policy, and legal guidance to NPCC. Additionally, Mr. Hebert supports the Board of Directors regarding governance matters including the bylaws, Board and committee charters, Board policies, and other executive matters. He has been with NPCC since 2013 when he joined as Compliance Attorney and become Director of Enforcement in 2018. Prior to joining NPCC, Mr. Hebert worked for an energy consulting firm where he drafted and negotiated energy contracts, renewable attribute contracts, energy service agreements, and consulting service contracts. He also participated in various FERC and state public utility proceedings and on RTO stakeholder groups in a variety of energy related matters. Mr. Hebert is a member of the Energy Bar Association and the Association of Corporate Counsel. He has a Bachelor of Science in mechanical engineering from the College of New Jersey and a Juris Doctorate from Seton Hall University Law School.

Jessica Hala serves as Vice President – Finance and represents NPCC as the co-chair of the Electric Reliability Organization (ERO) Finance Group. As the leader of NPCC’s Finance program area, she is responsible for the development of NPCC’s annual business plan and budget, financial reporting and administration of internal financial controls. Prior to joining NPCC, Ms. Hala was a Senior Financial Analyst in Corporate Financial Planning and Analysis at Kimco Realty. Her responsibilities included corporate level general and administrative budgeting and analysis, valuation analysis and preparation of supplemental financial reports. Previously Ms. Hala worked with First Sterling Financial as an Asset Management Associate, managing a portfolio of low-income housing tax credit funds. Responsibilities in this role included analyzing the financial performance of affordable housing investments, compliance monitoring and preparing reports to investors. Ms. Hala holds a Bachelor of Business Administration degree in Finance and Investments from Baruch College, Zicklin School of Business.

Jenifer Farrell serves as the Vice President of Information Technology and Enterprise Risk Management at NPCC and represents NPCC on the Electric Reliability Organization (ERO) Information Technology Security Group and Risk, Performance, and Monitoring Group. Prior to joining NPCC, Mrs. Farrell worked at Orange and Rockland Utilities, Inc. where she provided compliance oversight of the systems and related documentation that are subject to the Critical Infrastructure Protection Standards. Before her work at Orange and Rockland Utilities, Inc. Mrs. Farrell worked as a Compliance Risk Analyst at the Western Electricity Coordinating Council (WECC). While at WECC she completed risk analysis of Registered Entity self-reports and self-certifications and performed compliance audits. Mrs. Farrell also spent 11 years with Zions Bancorporation where she spent time managing branch operations and performed software testing. Mrs. Farrell earned a Master of Science degree in Information Assurance with an emphasis in Cyber Security from Regis University, and a Bachelor of Science degree in Information Systems and Technology from Weber State University. Mrs. Farrell is a Certified Information Systems Security Professional (CISSP) and a Certified Information Systems Auditor (CISA).

Philip A. Fedora is the Vice President, Reliability Services and Chief Engineer at the Northeast Power Coordinating Council, Inc. (NPCC). He leads NPCC’s reliability assessment and performance analysis and related NPCC criteria and standards activities, including assessments of NPCC’s short and long-term resource and transmission adequacy, special operating assessments and investigations of specific reliability issues or situations that may affect reliability, such as market practices, technology developments, industry trends, and proposed public policy initiatives. He is NPCC's representative on the ERO Enterprise Operations Leadership Team and serves as the Chair of the NPCC CP-8 Working Group - Review of Resource and Transmission Adequacy. He also chairs NPCC’s Public Information Committee. He has participated on several related NERC studies and analyses and has served as NPCC’s representative on NERC’s Planning Committee and the Reliability Assessment Subcommittee. He is a member of the NERC Electric Gas Working Group and the Probabilistic Assessment Working Group. Publications include peer reviewed papers regarding gas/electric system interdependency, calculation of interconnection reliability benefits, multi-area wide-area probabilistic reliability assessment, and wholesale market development. Previously, he has held positions at ISO-New England Inc., New England Power Planning, and the Westinghouse Electric Corporation. He holds a Bachelor of Science and Master of Science degree in Electrical Engineering from the University of Pittsburgh. He is a Life Member of the IEEE (Power and Energy Society), individual CIGRÉ member, and is a registered Professional Engineer in the Commonwealth of Pennsylvania.

Gerard J. (Gerry) Dunbar is the Director of Reliability Standards and Criteria for NPCC. Mr. Dunbar serves as the Chairperson of the NPCC Regional Standards Committee (RSC), promoting the cost-effective development of NERC Reliability Standards in the Northeast and the engagement of NPCC stakeholders in the activities of the ERO and NPCC. Mr. Dunbar facilitates the regional DER/VER Forums, provides oversight of the NPCC Criteria Services Program Area, and represents NPCC at the NERC Standards Committee and its Working Groups. Prior to joining NPCC in 2008, he was employed by Consolidated Edison of New York where he held supervisory positions in control room operations and electricity supply. Mr. Dunbar holds a BA in Economics from the City University of New York at Queens College, has completed the Siemens PTI Power Technology Course and is a Life Member of IEEE.

Jacqueline Jimenez is the Director of Compliance Monitoring at NPCC. She is responsible for implementing and managing the Critical Infrastructure Protection (CIP) and Operations and Planning (O&P) compliance monitoring program; and enhancing and developing compliance monitoring processes and procedures. Prior to joining NPCC in 2016, she worked for seven years at the New York Independent System Operator (NYISO) as a Senior Scheduling Engineer. Her responsibilities included the reliable and efficient coordination of transmission and generation facility outage requests through the development and performing of engineering studies and analysis. Preceding Jacqueline’s tenure at the NYISO, she was employed with National Grid as a Distribution Field Engineer working on the analysis and reporting of poor performing feeders to enhance their reliability. Jacqueline holds a Bachelor of Science degree in Electrical Engineering from Union College; an Advanced Certificate in the Business of Energy from Clarkson University; and has over 17 combined years of experience in the electric utility and NERC regulatory compliance arenas. She is also a member of the Institute of Internal Auditors.

Michael R. Lombardi serves as Director, Reliability Assessments at the Northeast Power Coordinating Council, Inc. (NPCC). He directs aspects of the Reliability Assessment and Performance Analysis Program Area including NPCC System Studies, System Protection, System Planning and Reliability Assessment tasks and initiatives. Additionally, he works with industry stakeholders, such as EPRI, IEEE, and NATF to improve resilience and reliability of the North American Bulk Power System. Mr. Lombardi currently serves as NPCC’s representative on several related ERO activities and initiatives including the ERO RAPA Steering Group and the ERO Innovation and Continuous Improvement Collaboration Group. Additionally, he is a member of the NERC Reliability Assessment Subcommittee, the NERC Inverter-based Resource Performance Subcommittee. Previously, he has held positions at Northeast Utilities (now Eversource) and Stone & Webster Engineering Corporation in the areas of nuclear power design and construction, system engineering including transmission asset management, operations, reliability assessment and performance analysis. Mr. Lombardi holds both a Master of Science in Management and a Master’s in Business Administration from Albertus Magnus College. He holds a Bachelor of Science in Electrical Engineering from WPI. He is a Member of the IEEE (Power and Energy Society).

Andrey Oks serves as Director of Operations Coordination at the Northeast Power Coordinating Council, Inc. (NPCC). He directs activities of Situation Awareness (SA) and Infrastructure Security (IS) and Training, Education and Operator Certification (TEC) Program Areas, including implementation of the ERO Event Analysis (EA) Program. He is a Secretary on the NPCC Task Force on Coordination of Operations (TFCO) and is a lead/alternate staff participant on several TFCO Working Groups. Mr. Oks serves as NPCC’s lead representative on several ERO and NERC groups, including Event Analysis Subcommittee, ERO Enterprise SA and EA groups and is an alternate representative on the ERO Reliability Assessment and Performance Analysis (RAPA) Steering Group. He has participated on several FERC-NERC-Regional Entity joint studies, including the February 2021 Cold Weather Outages in Texas and the South-Central United States inquiry, Planning Restoration Absent SCADA or EMS (PRASE) and Blackstart Resource Availability (BRAv), as well as Gas-Electric coordination activities within NPCC Region. Previously, he has held positions with Consolidated Edison of NY, Inc. in various areas and positions of increased responsibility, including Generation, System Operations, and Electric Operations. Mr. Oks holds a B.S in Mechanical Engineering with concentration in Mechatronics from the Rensselaer Polytechnic Institute and an MBA, with concentration in Operations & Technology Management and Finance from the New York University, Stern School of Business. He is a member of the IEEE Power and Energy Society (PES).

Filloreta is the Senior Human Resources Manager at Northeast Power Coordinating Council, Inc. With over a decade of successful experience in people management, she passionately builds strategies to address business and people challenges. As head of the department, Filloreta oversees HR compliance, compensation, benefits, and general administrative services. She is proficient in HR management, HRIS technology, HR data and analytics, and talent management, ensuring the efficient functioning of the department.   Before NPCC, Filloreta served as HR Generalist at All American Poly and led the people department for a McDonald's franchise, showcasing her expertise in payroll, talent acquisition, employee relations, and culture initiatives. Known for developing trust and efficient partnerships across all levels, Filloreta brings a wealth of experience to her role.   Filloreta also represents NPCC in the ERO People & Culture Strategy Group (PCSG), contributing to workforce strategies and HR developments.
