NPCC Appoints New Board Members Dedicated to Bulk Power System’s Reliability and Security in Northeast US and Canada

The Northeast Power Coordinating Council, Inc. (NPCC) today announced the appointment of three new members to its Board of Directors.

“I am pleased to welcome Emilie, Carolyn, and Filipi to our Board to help NPCC further its mission to ensure a reliable, resilient and secure bulk power system across northeastern North America,” said Charles Dickerson, NPCC President and Chief Executive Officer. “As the industry continues its transition, we at NPCC will continue to bring in industry leaders and experts with new and diverse points of view to complement our board and help advance our strategic perspective.”

Emilie Nelson is currently the Executive Vice President and Chief Operating Officer at the New York Independent System Operator (NYISO) and has 25 years of experience in the electric industry.

In her role, Emily has responsibility for the Grid Reliability and Electricity Market functions for the NYISO including Market Mitigation & Analysis, Market Operations, Market Structures, Operations, and System & Resource Planning. Prior to joining the NYISO, she worked for five years in power generation. She earned a B.S. in Mechanical Engineering from Tufts University, an M.B.A. from Pace University, and is a graduate of Harvard Business School’s Advanced Management Program.

Carrie Gilbert is a Commissioner at the Maine Public Utilities Commission. Prior to her appointment, she was a Managing Consultant at Daymark Energy Advisors for almost 16 years. At Daymark, she worked closely with policymakers, regulators, renewable energy developers, and investors engaged in renewable energy markets and provided strategic and technical advice to clients pursuing decarbonization.

Carrie’s previous consulting work focused on renewable project development and economics, value of distributed energy resources, and competitive resource procurement. She began her career as a consulting environmental engineer for municipal water and wastewater utilities at Camp Dresser and McKee. Ms. Gilbert holds a Master of Business Administration from the Stephen M. Ross School of Business at the University of Michigan and bachelor's degrees in engineering and environmental Earth Sciences from Dartmouth College.

Filipe Dinis led the creation of the Canadian Financial Sector Resiliency Group, a public-private partnership responsible for coordinating sector-wide responses to systemic-level operational incidents, strengthening the financial sector’s critical infrastructure.

As Chief Operating Officer to the Bank of Canada for the last 10 years, Filipe retired as the leader of its Operations, Strategic Planning and Risk & Corporate functions, including the currency function, with a focus on Cybersecurity and Operational resilience. Throughout his tenure, he was a leader of innovation, driving the digital transformation of the Bank’s operations and promoting the adoption of new technologies and approaches to better face future challenges.
