Compliance Announcement: Reminder - Certification Review Due to Changes to Control Center Operations

NPCC would like to remind all existing Reliability Coordinators (RC), Balancing Authorities (BA) , and Transmission Operators (TOP) that certain changes to your Control Center operations may require NPCC to perform a Certification Review as per Appendix 5A of the NERC Rules of Procedure.

Examples of changes include:

  • Adjustments to the entity’s footprint
  • Relocation of a Control Center (both Primary and Backup)
  • Modification of the EMS which is expected to materially impact CIP security perimeters

In all instances of change, NPCC recommends that the entity contact NPCC at [email protected] with a description and explanation of the proposed changes so that NPCC may assess the situation and concur with NERC if necessary. A Certification Notification and Preliminary Questionnaire is located on the NPCC website.

Similar to a compliance audit, activities associated with a Certification Review must be scheduled and NPCC recommends a nine (9) month advance notice.
